Cleveland buyers have a solid dealer base across Cuyahoga County and the suburbs, and E-Check emissions testing still applies to many older vehicles for now. We handle both the negotiation and the details.

Car Concierge is a licensed auto broker and car buying concierge based in Minnesota, working for buyers in Cleveland and across the country. We don’t take money from dealers. You pay one flat fee, and our only job is getting you the right vehicle at the best price.

Taxes and fees for Cleveland car buyers

Here’s what Cleveland buyers should expect on a dealer purchase. Rates were checked against official sources in October 2026 and can change, so confirm with your local office before you buy.

  • Sales tax: Cuyahoga County residents pay 8.0% (5.75% state plus 2.25% county). In Ohio, a trade-in reduces the tax only on a new-vehicle purchase.
  • How Ohio taxes vehicles: Ohio charges 5.75% state sales tax plus the county rate for your county of residence, not the dealer’s county. It’s collected by the county Clerk of Courts title office.
  • Trade-in credit: Only on new vehicles. A trade-in reduces the taxable price when you buy new, but not when you buy used.
  • Dealer doc fees: Ohio caps doc fees at the lesser of an inflation-adjusted amount (recalculated each year) or 10% of the contract price, and the fee must be stated in writing.
  • Title and registration: Titles are issued by county Clerk of Courts offices. The title fee is $18 in most counties. If a dealer hasn’t gotten a title in your name within 40 days, you have the right to cancel the deal.

Registration and inspections in Cuyahoga County

Where to title: Cuyahoga County Clerk of Courts title office.

Inspections: Cuyahoga is an E-Check county. Vehicles 6–25 years old (7–25 for non-plug-in hybrids) need a passing test every two years to register. A voucher for a newly purchased vehicle costs $18. E-Check emissions testing applies only in seven northeast Ohio counties.

Good to know in Cleveland

  • An E-Check certificate is valid for 365 days, so a used vehicle that’s due for testing needs a current pass before you register it.
  • Ohio’s lemon law covers new vehicles for the first 12 months or 18,000 miles.

Buying from another state

If you buy out of state, you pay Ohio tax at your home-county rate when you title. Vehicles with out-of-state titles need a VIN inspection. We handle the logistics and make sure the dealer’s paperwork matches your home state’s rules.

What it costs

Our service is a flat fee: $900 for Standard Concierge, $1,000 with trade-in help, and $1,200 for luxury vehicles over $120,000. You’ll know the total up front. See pricing for details.
