Baltimore buyers can choose from dealers across Baltimore County, Howard County, and the DC suburbs. Maryland’s high processing-fee cap makes negotiating the full price, not just the vehicle price, important.
Car Concierge is a licensed auto broker and car buying concierge based in Minnesota, working for buyers in Baltimore and across the country. We don’t take money from dealers. You pay one flat fee, and our only job is getting you the right vehicle at the best price.

Taxes and fees for Baltimore car buyers
Here’s what Baltimore buyers should expect on a dealer purchase. Rates were checked against official sources in October 2026 and can change, so confirm with your local office before you buy.
- Sales tax: You’ll pay Maryland’s 6.5% excise tax on the price minus your trade-in ($100 minimum).
- How Maryland taxes vehicles: Maryland charges a 6.5% vehicle excise (titling) tax, with a $100 minimum. There’s no local add-on.
- Trade-in credit: Yes. The taxable price is the agreed price, including the dealer processing charge, minus your trade-in.
- Dealer doc fees: Maryland caps the dealer processing charge at $800. The contract must label it “not required by law,” and ads must include it in the price or disclose it in bold near the price.
- Title and registration: The title fee is $200. One-year registration for a passenger car runs $120.50 to $191.50 depending on weight. Dealers typically handle titling for you.
Registration and inspections in Baltimore City
Where to title: Maryland MVA branch offices (dealers typically handle titling).
Inspections: Baltimore City is in the VEIP emissions program (every two years, $30). A used vehicle also needs a Maryland Safety Inspection before it’s titled. A Maryland Safety Inspection is required before a used vehicle can be titled, and the certificate is valid for 90 days. Emissions testing (VEIP) every two years applies in 14 jurisdictions.
Good to know in Baltimore
- The safety inspection certificate is good for only 90 days, so a used car must be titled within that window.
- Maryland’s lemon law covers vehicles less than 24 months old with fewer than 18,000 miles.
Buying from another state
Residents titling vehicles from out of state should confirm the excise tax treatment with the MVA before buying. We handle the logistics and make sure the dealer’s paperwork matches your home state’s rules.
What it costs
Our service is a flat fee: $900 for Standard Concierge, $1,000 with trade-in help, and $1,200 for luxury vehicles over $120,000. You’ll know the total up front. See pricing for details.
